PARK BOARD CAN COLLECTION REMINDER The Park Committee will be holding their monthly can collection fundraiser on the first Saturday of each month, 10:00 a.m. - Noon. Cans and bottles include $.05 and $.10 glass, $.05 plastic and aluminum cans, no deposit aluminum cans, and cleaned aluminum pie pans. They are collected on N. 3rd Street across from the Veteran’s Memorial Baseball Complex from November through March. April through October they are collected at Hollyhock Park on the corner of 6th and Reynolds Street. For at-home pickup of cans/bottles at any time, call 563-289-5763 or 563-289-4528 and leave your name and phone number so convenient times can be arranged. Proceeds from this fundraiser are used for current and future park improvements. The Saturday date for the next collection on N. 3rd St. is: March 1, and beginning with the collection on April 5th the collection site will be at Holly hock Park
MAILBOX SNOW REMOVAL It has been a bad winter for all of us and we’re wishfully hoping for spring to get here soon. Unfortunately, until that time, it is necessary to keep your mailboxes clear of snow for mail delivery. Do not reply on the City to clear the snow away. We have had many instances this winter of the carriers getting stuck attempting to deliver mail to mailboxes with snow banks in front of them. The carrier must be able to pull up to your mailbox and be able to deliver. We know it is a big task and we appreciate the effort. Please remember our 3 carriers are attempting to deliver to over 1700 mailboxes each day. A big THANK YOU to those residents who assisted the carriers when they were having difficulties. SPRING IS ON ITS WAY!
PASSPORT DAY The Post Office will once again sponsor a passport day on Friday, February 22, 2008. This will be held at the Library at 323 Wisconsin St. from the hours of 10:00am until 2:00 pm. This will be by APPOINTMENT ONLY. You will need a “certified” copy of your birth certificate from the recorders office and another form of ID. Passport photos can be taken at this time for an additional fee. Call the Post Office at (563) 289-4785 to make your appointment today.
BOARD OPENINGS The LeClaire Planning & Zoning Commission has a vacancy for a female on their Board. The LeClaire Community Library Board of Trustees will have three positions up for consideration shortly as well. The Park Board also has some vacancies that need to be filled. Anyone wishing to be considered for volunteer service on either of these Boards must submit a completed application form that may be obtained from City Hall during regular business hours. Take an interest and get involved in your community today. We need your help today to build a better place to live and raise a family in the future!!

FEBRUARY 21, 2008 – City Administrator submits public hearing notice to Q.C. Times for publication. FEBRUARY 23, 2008 – POTENTIAL Special Committee-of-the-Whole meeting to be used exclusively as a budget workshop session. (8:00 a.m. to noon) FEBRUARY 25, 2008 - Committee-of-the-Whole meeting to be used exclusively as a budget workshop session. (7:00 p.m.) MARCH 3, 2008 - Regularly scheduled Council meeting. (7:00 p.m.) MARCH 10, 2008 - City Council conducts official public hearing on finalized budget and considers adoption of formal budget resolution for certification. Committee-of-the-Whole meeting to follow. (7:00 p.m.) MARCH 17, 2008 - City Administrator certifies formal budget to County Auditor by 5:00 p.m. on this date. MARCH 17, 2008 TO JULY 1, 2008 - City Administrator collects and organizes all budget preparation information to be processed and bound into official copies of the F.Y. '08 - '09 City Budget Packet.
BRIDGEVIEW SPRING BONANZA
Bridgeview’s Spring Bonanza will be held Friday, March 7th from 5:30-8:00 P.M. at Bridgeview School. Bring the whole family and enjoy the games and fun. We will be raffling off the following prizes: a 32 in. Flat Screen HDTV, an XBOX 360 Pro Series, $300.00 in Cash, a Black iPod Nano (2000 songs), and a Grand Harbor Hotel 1 night stay with 4 water park passes. Raffle tickets are 5.00 for a book of 5 or sold individually. Tickets can be bought the night of Bonanza or from any Bridgeview student. There will also be a silent auction with theme baskets from the classrooms; prizes the teachers have put together, plus more. We will be selling Happy Joe pizza, walking tacos, hot dogs, nachos, popcorn, desserts, and drinks so bring your appetite. Admission is 2.00 per adult and 5.00 for students or younger. In spite of the weather construction work is proceeding on the building covering the Lone Star steamer. Come look at the mess on the levee. Plans are to complete the building in the April/May 2008 timeframe.
Donation cans are placed in different areas throughout town and your support is sincerely appreciated. All funds are used to support the efforts of the Museum.
The next big project is raising funds to renovate the Lone Star. All donations are tax deductible.

LECLAIRE OFFICE OF TOURISM
All of you have probably heard that we will be the host city for the end of the 36th Annual RAGBRAI on July 26th. of this year. We are very excited because there will be an influx of around 20,000 people visiting LeClaire that day! An event of this magnitude will require a lot of planning. Hundreds of volunteers from LeClaire and the surrounding area will be needed. WE NEED YOU!
There will be an informative meeting on RAGBRAI held at the LeClaire Fire Station on February 20th. at 6:30 P.M. We sincerely encourage you to attend this meeting. All of your questions will be answered. We still need more citizens to step forward. There will also be many opportunities to serve as a Sub-Chair-Man/Woman on any one of a countless number of individual tasks that need to be taken care of throughout the event. All of you have been involved in many of your own projects and have much experience and knowledge in what it takes to create a successful event. Become a RAGBRAI volunteer.
SENIOR UTILITY NOTICE
All seniors who are eligible for the senior discount need to submit proof of income for the year 2007 by May 15, 2008 to stay on the senior rate. This proof can be in the form of a SSA-1099 or an income tax form. The income level requirements for 2007 are $15,315 for a single resident or $20,535 for a married resident. Please remember if you have anyone living with you that is under 65 you will not be eligible for this discount. Thank you.
UTILITY BILL ESTIMATION Because of the bad weather our meter readers were unable to read meters. We will be estimating usage on your February utility bill and if the weather cooperates next month we will get an actual read as usual. The estimated amount is based on an average of your last 12 months of usage. If you have not been a customer for 12 months it will be based on the average of the usage of the months you have been a customer with us. You will also see that the date in the “To” column will be 2/15/08. We use the 15th on any estimated bill so when we look at your history on the computer we know it was an estimated amount. NOTICE: WEED ABATEMENT LAW – As of April 1st the City begins to implement the weed abatement process. Notices are being published in this publication and in the Quad City Times advising the property owners of their duty and responsibility to keep their property, (and that area between the street driving surface and the property line) free of weeds and other plant growth. THERE WILL BE NO OTHER NOTICES!! If a weed problem is found to exist the City will abate the problem and assess the costs accordingly to the property. The charge for abating weed nuisances will be $75.00/hour for the first employee and $30.00/hour for each additional employee, or if a contractor is used, the charge will be the contracted amount plus 25%. What constitutes a "weed nuisance"? Following is the definition established by law: In all areas of the City, any noxious weeds or vegetation, as defined by the Code of Iowa, are deemed to be nuisances, as well as any dense growth of weeds, vines, brush, or other similar vegetation which are reasonably believed to be constituting a public safety, health, or fire hazard. In any developed area within the City or within one hundred feet (100') of any developed area within the City, any weeds, vegetation, vines, brush, or other growth which exceeds ten inches (10") in height shall be deemed a nuisance. In all other areas of the City, any weeds, vegetation, vines, brush, or other growth which exceeds two feet (2') in height shall be deemed a nuisance. Natural areas, including but not limited to waterways, or farmland may exceed these established height limitations. Please review this material again and if you have any questions, call City Hall at any time.
“VIAL OF LIFE” PROGRAM LeClaire City Hall has been chosen as one of the distribution sites for the “Vial of Life” program. This program combines the many aspects of your medical history, i.e., doctors, medications, surgeries, allergies, etc., into one convenient location. This “Vial of Life” can be displayed on your refrigerator or any other site you choose-but will be readily available to medical personnel should an emergency arise where you are unable to respond. These “vials” could save your “life”. Please stop by City Hall, pick up a “Vial of Life”, fill in your information, and be content knowing you are helping those who would be sent to help you. Get yours today!
HOUSE NEEDED FOR LECLAIRE FIRE DEPARTMENT TRAINING LeClaire Fire Department needs your help. The Fire Department is attempting to locate any houses or buildings that could be utilized for training purposes (practice burns). These building(s) would provide the volunteers with the most important training possible, that of Firefighting experience. If you have a building or know someone who has, please call LeClaire Fire at (563) 289-4242, then press Option #5.
