City Center Plaza Improvements

NOTICE TO BIDDERS

NOTICE OF TAKING OF BIDS FOR THE CONSTRUCTION OF THE CITY CENTER PLAZA IMPROVEMENTS FOR THE CITY OF LECLAIRE, IOWA. 

Sealed proposals will be received by the City Clerk or designee of the City of LeClaire, Iowa, in the office of the City Clerk at the City Hall, 325 Wisconsin Street, LeClaire, Iowa, until 11:00 A.M. on the 30th day of March, 2023, for the construction of the City Center Plaza Improvements, as described in the plans and specifications therefor, now on file in the office of the City Clerk. Proposals will be opened, and the amount of the bids announced in said Council Chambers by the City Clerk or designee at the time and date specified above. 

Additionally, at 6:00 P.M. on the 3rd day of April, 2023, the City Council of said City will, in the Council Chambers, or at such time, date and place as then may be fixed, act upon proposals to designate the apparent low bidder. The location of the work to be done and the kinds and sizes of materials proposed to be used are as follows:

CITY CENTER PLAZA IMPROVEMENTS

A total of approximately 418 square yards of 5-inch pavement, 200 square yards of colored/stamped 5-inch pavement, 50 cubic yards of reinforced concrete retaining wall, PCC curb and gutter, 20 cubic yards of reinforced concrete steps, 400 linear feet of steel railing, a wood pavilion , site amenities, site lighting, irrigation, trees, edging, excavation, subgrade preparation, modified subbase, storm drainage improvements, striping, testing, mobilization, traffic control, erosion control, and surface restoration are required, including miscellaneous work and cleanup.

Bidding documents may be examined at Veenstra & Kimm, Inc. 1800 5th Avenue, Rock Island, Illinois, and at LeClaire City Hall, 325 Wisconsin Street, LeClaire, Iowa. Complete project bidding documents may be requested at Veenstra & Kimm, Inc., 3000 Westown Parkway, West Des Moines, Iowa 50266, 515-225-8000.  Digital copies of bidding documents are available. 

Each Bidder shall accompany the Bid with a Bid security, in a separate envelope, as security that the successful bidder will enter into a contract for the work bid upon. The bidder’s security shall be in an amount equivalent to five percent (5%) and shall be in the form of a cashier’s or certified check drawn on a bank in Iowa or a bank chartered under the laws of the United States of America, or a certified bank share draft drawn on a credit union in Iowa or chartered under the laws of the United States of America or a bid bond with corporate surety satisfactory to the City. The successful bidder will furnish after the award of the contract a corporate surety bond or bonds, acceptable to the City, for the faithful performance of the contract, in an amount equivalent to one hundred percent (100%) of the amount of the contract. Pursuant to Iowa Code Sections: 422.42 (15) & (16), and 422.47 (5), tax exempt certificates and authorization letters will be issued to the successful bidder and subcontractors thereby exempting the successful bidder and subcontractors from having to pay sales tax on this project. Sales tax shall not be added to any bid submitted. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa labor to the extent lawfully required under Iowa law. Iowa law provides that on public improvements a resident bidder shall be allowed preference against a nonresident bidder from a state or foreign country which gives or requires a preference to bidders from that state or foreign country. The preference so allowed shall be equivalent to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. It is the intent of the City to award the contract to the lowest responsible, responsive bidder provided the bid has been submitted in accordance with the bidding requirements. The City reserves the right to waive informalities or irregularities. The City reserves the right to accept or reject any or all bids. No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner.
