4. Who is responsible to shovel my sidewalk?

Per City Ordinance, you (the property owner) are responsible to shovel sidewalks on your property. 

5. How can I find out about winter road conditions?

6. How do I report a streetlight that is either out or stays on 24/7?

Mid American Energy is in charge of maintaining and repairing streetlights in LeClaire.  If you see a streetlight that is out, broken, flickering, or stays on 24/7, please contact Mid American Energy directly at 888-427-5632 and report the address of the streetlight OR you can also click on the link below to report it.   Thank you for your help in keeping these lights working properly!

7. When is the city wide garbage/cleanup day?

The city wide garbage/clean up/bulk item day for LeClaire residents was held Saturday, October 8  2022  from 8:00am to 4:00pm at the LeClaire Public Works Facility at 1802 Iowa Drive.  224 loads of trash were brought to the Public Works Facility that day and filled 14, 20 yard dumpsters.  The annual free cleanup is usually scheduled the 2nd Saturday of October each year, so watch for the 2023 date.

Summary:

FREE Disposal of large, bulky waste items, appliances, and tires for all City of LeClaire residents with FULLY PAID City garbage and sewer bills (NO e-waste or hazardous waste).  Bring as many loads and many trips that day as needed.  Just have your proof of LeClaire residency ready (drivers license, garbage bill, etc...)

8. Why are there a couple of Public Works Vehicles driving around slowly with their flashing lights on and stopping periodically on the side of the road (usually around the 1st of each month)?

There are usually 2 Public Works Employees who separately, slowly drive around LeClaire in 2 different Public Works Vehicles with their flashing lights, periodically stopping at different locations - reading meters for our sewer bills.  Meters are usually read electronically by a handheld device or a smartphone.  Most meter readings can be taken from the device in the truck itself; however, once in a while if there is difficulty reading a meter, the Public Works Employee may have to walk up and around the residence to get an accurate reading.  Meters are usually read on or as close to the 1st of each month as possible.

9. What are the requirements for purchasing a building permit? Where do I purchase a building permit?

LeClaire residents can purchase a building permit for $50 from LeClaire City Hall during normal business hours (8:00am -5:00pm Monday through Friday).

Residents need to purchase a building permit for the following projects on your property:

- Fences

- Sheds (120 square feet or less)

- Decks

- Driveway approaches or sidewalks IN City Right of Way (check before you begin)

- Retaining walls

- Swimming pools

- Building Demolition

- Any exterior work (roofing, siding, etc...)

- Solar Panel Installation

- Any exterior construction on your property, etc... will most likely need a permit

The fee for a City of LeClaire "after the fact" building permit increases to $250 and you must stop construction until one is purchased.

COSESCO PERMIT INFORMATION:

If you will be conducting any "land disturbance" excavating, etc..., greater than 900 square feet of ground in size, you are required to obtain a City of LeClaire COSESCO permit in addition to any necessary building permits.  COSESCO Permits also cost $50 and increases to $250 "after the fact".  COSESCO permits are also purchased at LeClaire City Hall during regular business hours.

It's best to call LeClaire City Hall at 563-289-4242 during normal business hours and ask BEFORE you start any work to see in you need any permits if you are uncertain.

10. How and where can I dispose of e-waste and hazardous waste?

The Waste Commission of Scott County provides a FREE E-Waste and Hazardous Waste COLLECTION EVENT each year for all Scott County residents to dispose of any e-waste and hazardous items.

Where:  Arconic main parking lot (4879 State Street, Riverdale)

When:  Thursday, April 21  2022 from 2:00pm to 6:15pm  (Call the Waste Commission for 2023 date).

E-waste:  Computers, monitors, laptops, TVs, VCRs, DVD players, stereos, radios, video game equipment, printers, scanners, digital cameras.

Hazardous waste:  Paints, stains, varnishes, pesticides, fertilizers, weed killer, bug killer, cleaners, auto fluids, adhesives, resins, fluorescent bulbs.

11. Am I responsible to keep my lawn mowed and weeds trimmed? What is the weed abatement process?

Summary - you are responsible to keep your lawn mowed and weeds trimmed.  Here is a summary of the City of LeClaire's weed abatement ordinance.

-  In effect from April 1 to November 1 of each year.

-  Property owner is responsible to prevent growth of noxious weeds or vegetation on your property.

-  Property owner is responsible to cut or destroy all weeds, vines, brush, grass, over 10" (inches) in height within 100' (feet) of your home.

-  Property owner is responsible to cut or destroy all weeds, vines, brush, grass, over 2' (feet) in all other areas of your property over 100' (feet) of your home.

-  If weeds/grass reaches these heights or above, and the property owner does not take care of it, the City will complete this work and assess the property owner as follows:

City:     $100 per man-hour (rounded up to the next ½ hour) with a minimum charge of not less than $100 for any and all man-hours or fractional portions thereof (as noted above) expended by the City abating any weed conditions in the event that a property owner fails to comply with any required notice received in this matter.

Additionally, an administrative charge as shown below shall be added to the bill for any subsequent violations:

            1^st violation within two (2) years after initial notice - $100

            2^nd violation within two (2) years after initial notice - $200

            3^rd violation within two (2) years after initial notice - $300

            4^th and subsequent violations within two (2) years after initial notice - $400 per violation.

Private Contractor: Cost +25%.

12. What are the requirements before digging in your yard for any construction, sidewalks, fences, additions, etc?

13. How do I reserve one of the Park or Riverfront Levee shelters, or the Rec Center?

Please click on the appropriate forms below for any information you may need to reserve the Rec Center, Levee Pavilion, or Park Shelters (Huckleberry Park, Hollyhock Park, Scout Park).  You will be required to submit the form and any deposit necessary to City Hall.  Check the Parks and Rec calendar under the Parks and Rec area of the website for available and reserved dates.  Contact City Hall at 563-289-4242 for any questions.

14. What is the work going on around 15th Street across from the Fire Department?

Johnson Farms Phase 1 Housing Development has begun on the NW Corner of 15th Street between Wisconsin Street and Holland Street.  Phase 1 of 4 will consist of 80 Single Family Residential Lots on 45+/- Acres.  All 4 Phases will consist of 180+ Acres and include 200+ homes.

Timetable:  Began February, 2022

Road Construction:  Contractors added curb and gutter section to 15th Street between Wisconsin Street and Holland Street.  Watch for periodic lane closures and construction equipment.  Please click on the "IN THE WORKS" link for updates in conjunction with this development.
